Hedera will be upgrading the testnet to v0.10.0 on Thursday, December 17th 2020 at 17:00 UTC. The restart will take approximately 2 hours to complete, during which time all network services on the Hedera testnet will be offline. In v0.10.0 the accountbalance CSV file name will go back to the format found in v0.8.0 and Hedera will not be renaming the files produced in v0.9.0; more details on this change can be found here: https://github.com/hashgraph/hedera-services/issues/842
